I upgraded from select 4.0 to 4.1. I recreated my entire package in VS 2015 using the 4.1 SDK. My new package compiles and runs correctly on a 4.1 client. I received a new license file, placed it in my new package, installed my new package and registered my new package. My package now shows in my root hive of my 4.1 client. When I tried to install my package on a second PC, errors occurred while registering my package.

Could not load file or assembly 'SoftPro.Select.Shell, Version=4.0.0.0 ....

There are no 4.0 select dlls in my install, they are all 4.1. Where is the 4.0.0.0 coming from?
