Problem solved. Made the SPS accounts Administrators.

Actually, we don't think that's the issue. It appears there was a bug in that first tech preview build related to the permission system. The resolution was to stop and restart your Select Services. We should be providing an updated build drop soon (today?) that has this issue resolved.

Ok, Thanks.
What I did let to the success of importing license and adding new users. But after that I tried to create a new order but I couldn't, the OK button the the New Order Dialog window was disabled. Is this related to this setup issue or a different problem? How can I create new order?

By default, you need to setup a Trust Account in the SPAdmin area. You can also turn off the "Require trust account" setting for the default profile. That will allow you to create orders without a trust account. If you change the profile setting, you'll need to restart the GUI to see the changes.
