I notice that the property bag for this seems to be empty regardless of how many recipients are chosen in the email dialog box.

Currently we only use that property an an internal means of "carrying" contact targets into the pipeline. For example, if you try to email an order contact (like a Buyer), we carry that information into the pipeline and through to the Email print job handler that uses that email information to configure itself.

If you just go to the Documents screen and click the Email button, there's no recipient(s) yet to carry in, and so the Email handler itself figures out the recipients by showing an appropriate dialog.

That property key, although visible like all the property bag items, is not currently intended to be something consumed by the end customer (remember we consume our own pipeline, so we added it). Technically, an upstream handler could perform the same trick that your other post today eluded to (re: automating the printer settings) except that the recipient class behind the collection is (currently) internal.
