Error when hitting API (version 198, WA DB)

When we attempt to access the API and obtain order data we get the following exception:

Exception: System.ServiceModel.CommunicationException: An error occurred while receiving the HTTP response to http://cdcsspsapp1c-t:8080/OrderTrackin ... rStore.svc. This could be due to the service endpoint binding not using the HTTP protocol. This could also be due to an HTTP request context being aborted by the server (possibly due to the service shutting down). See server logs for more details.

background, the above install of Softpro is version 198, we had another environment running version 192 which worked properly no issues.
Also the above environment is the QA/UAT Cameron install, which has the migrated Washington Database.
The server specific are:
TS = CDCSSPSTS1D-T
MT = CDCSSPSAPP1C-T
DB = CDCSSPSDB1B-T
We are under the impression that might be data issue and not a version issue 192 vs 198.
We installed a clean version of Softpro 198, and ran our integration and it worked properly. At this point we are thinking it is a data issue with the database (WA). We need assistance in resolving the above issue.
